Using multiple Open ID Connect providers is possible by setting
the strategy_class explicit. This is also helpful to migrate from
the not very well maintained azure gems.

and local timezone is behind UTC, then we
were getting the second last day and adding it to
the end. Instead now convert it to UTC

We started to treat all release links as external in
https://gitlab.com/groups/gitlab-org/-/milestones/84.
As such, the external field in the Releases and Release Links APIs
needs to be removed.
