- Set up [the next MR][1]
- Extract some reusable helpers from init_gitlab_web_ide
- Remove need for legacy Web IDE assets when loading
  new Web IDE. This includes the IDE page specific
  style, which requires us to remove the "ide-loading" and
  "ide-layout" classes.
