This change ensures group label priorities are removed during import
as the group bulk_import pipeline executes before the project pipeline.
Without this change the group label priority association fails (through
an invalid project_id) and the label is not created at all. This change
ensures that the group label is still created, even if the label priority
on the project level is lost.
