Integrate Duo Chat from the LS

Description

In this epic Integrate Duo Chat WebView from Language Server (&15661) we integrated the Language Server hosted WebView for the Duo Chat in the VSCode desktop extension. In scope of this issue we need to integrate LS chat in WebIDE. This issue is blocked currently by the linked spike.
