Web IDE returns "command 'gl.showDuoQuickPickMenu' not found" error when enabling Duo

TODO: Troubleshoot and determine why Duo is not working properly in the Web IDE

Within a GitLab self managed system, running 17.7.1 and a Chrome browser with the latest updates, we are unable to use GitLab Duo within the Web IDE. We do have the license acquired and assigned to the user, and the "Disco Tanuki" does appear within the Web IDE, however, when hovering above or trying to click on that icon the customer receives a "command 'gl.showDuoQuickPickMenu' not found" error.

Note: This is a customer proof of value/trial.
