Code suggestions: sidebar - about, how to

Background

We will be launching AI assisted code suggestions as a pre-installed extension in the GitLab web IDE in May. This issue is part of an epic for the UX portion of this project.

What's this issue all about

This issue encompasses the sidebar, specifically the about and how to.

The sidebar has four functionalities:

  1. Showing suggestions: #136 (moved)
  2. Indicate that the group admin must enable the feature: #125 (moved)
  3. Show information about the extension: this issue
  4. Show tutorial information: this issue

The sidebar works like this:

Things to note

No_suggestions By default the About and How to section are collapsed and the suggestions section is expanded. Does this follow VS code patterns? Is it ok to have some accordions collapsed by default?
Collapsed It's possible to collapse all 3 sections. Does collapsing at the bottom make sense? Does this follow VS standards?
