Schedule a CI job that detects new VSCode releases and create an update issue and an update MR

Description

As a VSCode Fork maintainer, I want to automate the detection of new VSCode releases and create an upgrade issue and an upgrade to schedule work in the upcoming releases.

This automation will help us to proactively identify new version releases, merge conflicts, and pipeline failures. It will also bring to the attention of product and engineering management the need to schedule work to merge these releases.

Acceptance Criteria

• Create a scheduled CI job that detects when a new major version of vscode is released.
• If a new major version is released, create an upgrade issue using the Upgrade Issue Template.
• If a new major version is released, create an upgrade MR using the Upgrade MR template.
• Do not create duplicated upgrade issues or upgrade MRs.
