"Enable code completion (Beta)" feature breaks inline suggestions experience

Repro step:

1. Having both "GitLab Workflow" and "AWS Toolkit"(or GitHub Copilot) installed
2. Having the option "Enable code completion (Beta)" checked
3. AWS Toolkit(or Github Copilot) will not show inline suggestions including the preview text and the popup

By unchecking the option, inline suggestions start to work again.
