VS Code is not supporting .tf

After a brief session for introducing me to the Development Director Shadow Program, @wayne did a quick showcase of the code suggestions functionality with VS Code, where we found out that support for writing code on files with .tf and .hcl extension is not available.

Update: We just want to support .tf files with this change
