feat: AI Assisted Code Suggestions: Provide a quick toggle ON/OFF in the Status UI indicator

Context

Per user feedback:

I'm missing the ability to quickly globally disable code suggestions in vscode. IMO: The status indicator should be a toggle. @fiws in gitlab#405152 (comment 1461558179)

Proposal

Use the UI indicator to allow for quick ON/OFF local (extension level) toggle. We should also make the toggle available via a keyboard shortcut.
