Support merge requests from fork to upstream

We use a forking strategy where teams fork off of a main "trunk repo", to work then open merge requests from their forks up to the mainline repo.

Currently we have to choose to either detect merge requests OR detect pipelines by setting where origin points to.

It'd be nice to be able to add additional remotes to the list of those checked for merge requests and issues.
