[VSC] Enable EditFileDiagnosticsResponse feature flag by default

Problem to solve

The EditFileDiagnosticsResponse feature flag is currently disabled by default. The feature to return IDE diagnostics for Duo Agent Platform edit file actions released for some time now, with no concerns or issues raised.

We should enable the FF by default to gather feedback from a broader group.
