[VSCode] Remove support for shell and docker workflow executors

See gitlab-org/editor-extensions/gitlab-lsp#1118 (closed) as the primary issue for this work.

We are removing support for the shell and docker workflow executors. Part of which is here in VSCode, cleaning up related configuration values.
