[VSC] [LS] Remove agenticChatSlashCommands feature flag, enable by default

Problem to solve

Slash commands in agentic chat are currently gated behind the local IDE feature flag gitlab.featureFlags.agenticChatSlashCommands

We want the feature to be usable by everyone now by default.

Proposed solution

Remove the feature flag check, enable slash commands in agentic chat by default.
