[VSCode] Pass new executor selection config to LS

Problem to solve

In gitlab-org/editor-extensions/gitlab-lsp!1592 (merged) we are adding a new way to select which Duo Workflow executor will be run.

We need the new config option to be passed through from VSCode to the language server
