[VS Code] Copy code snippet from quick chat

Problem to solve

As a developer, I want to be able to copy a code block to the clipboard so that I can easily reuse it in my working file or other parts of my project.

Proposal

1. When quick chat responds with a code block, a copy icon is displayed next to the code block.
