[VS Code] Use the new Duo Chat icon in the activity bar
Problem to solve
We need to update the Duo Chat icon in the activity bar (left side) to match the icon used in the status bar menu.

We shouldn't need to worry about logic to display the inactive/disabled chat icon because it will be removed from the activity bar when in those states.
