[VS Code] Jupyter Notebook support (.ipynb)

User problem to solve

Jupyter notebook files are often comprised of cells. In the working file, users will often work with both code cells and markdown cells. Users want to be able to use code suggestions in these cells as they would in a markdown or python file.

Proposal

1. Investigate the technical feasibility of adding support for code suggestions in cells.
2. If there is a clear path forward, create an issue to support the implementation.
