[VS Code] [Spike] - Code Suggestions: animate the 'loading' status icon

This is an idea that comes from feedback that it's difficult to tell when code suggestions are loading.

The idea with this spike is to see what it's possible to do with the status icons - both inline and at the bottom of the page.

Proposal

• Determine if it's possible to animated the SVG directly.
• If not - determine if we can add several icon states and cycle between them somehow.
• Decide if this is an improvement to usability.
