[VS Code] Please disable the AI code suggestion by default, or ask user before enabling it, or move it to a separate extension

I have already uninstalled GitHub Co-pilot a long time ago, so the re-appearance of AI code suggestion confused me. It took me 3 days to figure out the culprit.
