Set up renovate bot to automatically push MR to update gitlab-ui

GitLab uses Renovate GitLab Bot to automatically generate MRs, updating dependency. For example: Update dependency @gitlab/ui to v66.37.0 (gitlab!135097 - merged)

The same mechanism should be introduced in this project to automatically update gitlab-ui to make sure Duo Chat in IDE runs the latest code.
