feat(GlButtonGroup): migrate GlButtonGroup 

* Migrates GlButtonGroup so it does not use Bootstrap Vue's
Button Group anymore
* Removes BButtonGroup component and its spec and readme

BREAKING CHANGE: this removes the `size`, `tag`, and `ariaRole`
props from GlButtonGroup.
