fix: Make accessibility improvements to components 

- Give the toast component an alert role so its contents are
  read out by screen readers when the toast appears
- Move alert component alert role so that the dismiss button
  is not read out by screen readers
- Move alert component dismiss button to the end so that the
  order is more natural
- Remove redundant aria-labels
