fix(GlProgressBar): adds accessible name 

In !4125 (comment 1878259355)
we decided to disable the `aria-progressbar-name`
axe violation for cypress since we could not override bootstrap-vue.

Since then this has been migrated !4666
so we can fix the violation as well as enable the rule.
