fix: make `gl-mask-chevron-down` mixin internal 

Renames the `gl-mask-chevron-down` to `mask-chevron-down` and moves it
to the internal `mixins.scss` file so that it doesn't get converted to a
utility class anymore.

BREAKING CHANGE:
The `gl-mask-chevron-down` utility has been removed.
