feat(Tokens): add initial color design tokens 

Add style-dictionary to generate CSS/SCSS/JS/JSON files from tokens
Update usage of color constants from `scss_to_js` to use tokens consts
Create `json/grouped` formatter to return tokens and name/value pairs
by token type
Add `themeable` boolean property to color tokens to provide `!default`
in base color SCSS output
