feat: accept generic translations at configuration time

This adds the ability to provide generic translations at configuration
time. This should make it easier to ensure that all components are
properly translated in consumers that support internationalization.

Contextual overrides can still be passed via props.

The whole process for externalizing labels is now formalized via
documentation.
