chore(GlSkeletonLoading): Remove non-deprecated name 

BREAKING CHANGE: This removes the non-deprecated export
`GlSkeletonLoading`. Users of this component should import
`GlDeprecatedSkeletonLoading` instead, which is identical.

This is part of gitlab-org&4301. See
also gitlab-org/gitlab!83982.
