feat(charts): Removes GlChartTooltip component from published package 

Historically, GlChartTooltip was published as an export
of @gitlab/ui. In this MR we remove it from the published
bundle so it becomes a purely internal component.

BREAKING CHANGE: GlChartTooltip cannot be imported
from '@gitlab/ui/dist/charts'
