feat(DesignTokens): add dark mode colors for data-viz and theme colors 

Add `colors.data-viz.dark.tokens.json` and
`colors.themes.dark.tokens.json` to invert the colors from the light
mode tokens to provide SCSS variables and CSS custom properties for
dark mode in GitLab.
