feat(GlAccordion): Move props from GlAccordionItem to GlAccordion

BREAKING_CHANGE: This adds a headerLevel prop and an autoCollapse prop
to the GlAccordion component. These will effect the behavior of child
GlAccordionItem components, and autoCollapse will effectively replace
the accordion prop for GlAccordionItem.
