fix(GlChart): make chart legend text visible in dark mode 

Adds utility to detect if current environment is running in dark or
light mode, to conditionally change axis text colour, to improve
contrast when running on a dark background.

Chart legend text colour set to match main text color CSS variable
so it is also visible on dark backgrounds.
