fix(GlDropdown): spinner replaces icon when icon dropdown is loading

If dropdown has no text prop or button-text slot,
display the spinner in place of the icon when loading
Adjust margin so button doesn't change size when it finishes loading
Add tests to check for spinner/icon/text in each case
Update snapshots
