GlSafeHtmlDirective - Swap sanitize-html for dompurify

We're going to upgrade our existing HTML Sanitizer to superior & more robust - DOMPurify.

GlSafeHtmlDirective is using the aforementioned sanitizer, and we'd need to update it once gitlab!31928 (merged) is merged.

Implementation Tasks

• Update GlSafeHtmlDirective codebase to use DOMPurify.
• Test if the library is completely tree shaken as per !1413 (comment 350293765)
• Update license approval if necessary
