Remove allow_failure from visual_gitlab_integration job

As soon as !1300 (merged) will be merged I would like to observe it for a while, and if things will be stable - remove allow_failure flag from visual_gitlab_integration job.

Estimated timeframe - first days of %13.1 to reduce potential risks of red builds
