Build Tokens Files for Figma Plugin

Building *.tokens.json files and transforming them for consumption by the Figma Plugin.

This will enable:

• Simplification of token import by removing individual tokens file import step and replacing with automated pull of the built files from GitLab UI via API.
• Build files will serve as the data for token picker functionality.
