[Duo-UI] Iteration 3: Complete Migration of Host Systems

• Migrating all host systems (monolith, VS Code extension, JetBrains extension, and language server) to at least GitLab-UI version 102.
• Adding Duo-UI as a dependency.
• Completing the full migration to ensure all systems are up to date and aligned with the new Duo-UI library.
