Remove Carousel component from design system

Purpose

The Carousel component is used in only one place within gitlab-org/gitlab. This is not sufficient usage to justify maintaining it within our design system.

Proposal

• Remove the uisage of carousel from the GitLab codebase
• Remove the GlCarousel component from gitlab/gitlab-ui
• Remove the component from storybook
