GlFormTextarea disables resizing by default, harming accessibility
GlFormTextarea
disables the resize handle on the textarea by default. This harms accessibility (and usability) since it prevents a user from adjusting the textare to the size they want.
This means that for a long piece of text, the user must scroll up and down, unable to see more of it at once.
A more reasonable default would be to allow vertical resizing, but not horizontal resizing, since the latter is more likely to be able to break the layout.
