Update alert mobile alignment

Issue

On small screens, there's a lot of empty space on the left side of alerts

Proposal

• Less space between icon and title
• Left align content and action buttons

Open questions

• What should we do when there is no title?
  • Maybe remove icon altogether on small screens
  • Maybe move icon inline with content in that scenario
