Add dropdown panel tips pointing at the toggle

Purpose

Add tips to the dropdown panel, pointing at the toggle according to the latest design specs.

Requirements

• The tip is visible by default.
• Align the tip to the middle of the trigger element (button) that is associated with the panel.
