Update UX of multi-select in gl-filtered-search

In order to use multi-select on gitlab.com's issue list, we need to refresh the UX upstream. See updated UX in &9260.

Availability and Testing

Regression testing, please make sure e2e:package-and-test job is passing.

Ensure updated test coverage in unit/integration/feature tests.
