gl-link automatically show external link icon for external links

Main two reasons I'd like this:

1. Consistently indicate when links are external (we do this most of the time)
2. Not have to worry about vertical alignment of text & icon (this happens every time)

Also allow to override with a hideExternalLinkIcon prop in case we don't want external icon for a link.
