Fix styling for GlDropdown - multiple scrollbars are shown

This is a follow-up from gitlab!51957 (comment 496401131)

@annabeldunstone suggested

  1. Something seems a little off with the total height/scroll area of the entire dropdown. Occasionally a second scrollbar appears (scroll in either the fixed bottom area or the top search box):
  2. The last dropdown option is only 8px from the border below it instead of 16px
