Bring in existing GitLab reusable components

Bring in step by step our existing reusable components, which would mean the following workflow:

• Add the component to gitlab-ui either as a basic component or a complex one
• Change in CE from old include to new one
• Remove the component from CE shared folder

Lets decide on first component, Icon maybe?
