Master dry-run is broken due to bundler upgrade (2.0.2 -> 2.1.0)

Bundler changed a lot of things in 2.1.0: https://github.com/bundler/bundler/releases
But I couldn't locate what was the cause from just looking at it. I tried locally but it seems to be working fine, so this can be a combination of Ruby image difference, if there's any.
In the past we did gitlab-org/quality/triage-ops!182 (merged) and maybe we might need to revert it? Or it can be something else.
