Support redact_confidential_resources anywhere
In https://gitlab.com/gitlab-org/gitlab-triage/issues/98 we added redact_confidential_resources
for summary actions, but we actually also need it for regular action, because we might want to process the data without being redacted.
Or actually, for summary actions, this value should be true
in case it's leaking data, because it's posting to another issue. But for regular actions, this value can default to false
because we're very likely to post to the same issue, and since it's confidential and we have access anyway, we don't really need to redact anything.
But for now everything is redacted making gitlab-org/quality/triage-ops!222 (merged) difficult, and I have to add some hacky codes like this to work around that:

It'll be nice we don't have to do this.
