Tests against Gitlab::Triage::OptionParser

We didn't have tests for things in bin/gitlab-triage. We did dry-run to test it out, but it's not using all the options.

We should move TriageOptionParser under lib/* and write actual tests against it. bin/gitlab-triage should be minimal.
