Accessibility of svg `<title>` attribute

title seems to be linked towards accessibility, as is desc (see https://www.sitepoint.com/tips-accessible-svg/)

I opened this issue to discuss the usage of title and desc; and their impact regarding accessibility. We currently recommend removing them from icons, should we do that?
