Illustration for Requirements empty state

This issue is to create a new illustration for the new Requirements section empty state.

Proposed Design

Goal here was to visually showcase some of what is being described below the illustration regarding requirements, as being criteria you can check against (fulfilled/unfulfilled), as well as relating to things such as configuration/settings, users, and security.
